How One ICS Addressed Health Inequalities, Measured Need
at a Patient Level and Developed a Better Funding Model

  1. Identifying and adjusting for variation in clinical need which the old funding formula was unable to do
  2. Addressing the ‘cream skimming’ that occurs under the old formula to more appropriately fund practices that attract more complex patients
  3. Providing a significant adjustment for deprivation

Armed with insights from the Johns Hopkins ACG System, LLR created a funding model that provides a vehicle for tackling health inequalities in a way that has not been possible in primary care in England until now.
