The SALAR-project ‘Care on Equal Terms’ evaluation showed that the provider management systems for primary care have undergone great changes in recent years and resulted in differences across county councils. The provider management systems of all Swedish county councils are described and analysed, with focus on the ACG-system in a literature analysis of effects on care equity, contents, quality and efficiency. 51 published articles were analysed. The studies mainly focused on the ability of the ACG-system to predict future care needs, none of the articles studied the effects on care equity, contents, quality and efficiency. A British study shows that there is a much simpler and less costly method which gives better prediction of future care needs.
